At the first version
The protocol these pages describe includes the uniform timelocked governance that landed across every program shortly before: one shared timelock with per-operation authorities, delays recorded per authority, proposals that expire, and, in the guardian node registry, timelocked admin actions, leader-proposed measurement approval and attestations bound to the node's address.
Instruction-level history for every program is kept in the repository's ABI ledger.
